Village Board Minutes

A regular meeting of the Village Board was held November 20, 2019 at 6:00 PM in the Firehouse, 16 Saratoga Ave.

Mayor Morreale called the meeting to order & led the Pledge of Allegiance.

Roll Call: Trustee Halliday, Trustee Kelly & Trustee Pasquarell were present.  Trustee Enekes was excused.

Motion by Trustee Pasquarell, seconded by Trustee Halliday, approved minutes of regular meeting November 6, 2019 as typed.
Carried – 3 – 0

CORRESPONDENCE – none.

PUBLIC COMMENTS, QUESTIONS & CONCERNS (AGENDA ITEMS) – none.

DEPARTMENT REPORTS

CLERK/TREASURER – Clerk-Treas Colson was present, report for 11/20/19 read & filed.

Motion by Trustee Pasquarell, seconded by Trustee Kelly, approved payment of abstract #11: Payroll $34,293.83; General $135,152.73; Water $23,824.35; Sewer $18,438.22; and Capital Reserves $983,438.54.
Carried – 3 – 0

Resolution #40 approved, budget transfers.

FIRE DEPARTMENT – Chief Kelley was present.

Chief Kelley announced the Fire Police will volunteer to conduct traffic control on the bridge during Hometown Christmas.

DPW/WATER/WWTP – Supt Lozier was present, report for October read & filed.

On October 16 the water storage tank was inspected, the report has been received and there are no major maintenance items.

Supt Lozier discussed plowing issues on Mallery Street due to the narrowness of the street and the parking situation.   Chief Kelley stated there are also issues with emergency vehicle access.  The board discussed options of making the street a one-way street or prohibiting parking.  Supt Lozier will take the required measurements to allow the Attorney to prepare a local law for the Board’s review.

BUILDING INSPECTOR – Insp Hepner was present, report for 11/20/19 read & filed.

OLD BUSINESS – none.

NEW BUSINESS

Motion by Trustee Pasquarell, seconded by Trustee Kelly, approved publication of bid opening for WWTP demolition to be held December 20 at 2:00 PM in the Village Hall, and bid opening for the 2020 Street Rebuild Project to be held December 20 at 2:10 PM in the Village Hall.
Carried – 3- 0

The Board discussed the fact that the current Town Fire Protection Contract expires December 31st and the Town Board has not yet signed the new contract.  Board consensus was to send a letter to the Town Board.

PUBLIC COMMENTS, QUESTIONS & CONCERNS

Mike McKelligott, Oak St, expressed the hope that the Town accepts a contract to protect the community as a whole.

BOARD COMMENTS, QUESTIONS & CONCERNS

Trustee Kelly attended the Palmertown Project meeting which outlined the goals of a conservation and recreation plan for numerous Saratoga County communities in this region.  Trustee Kelly gave Atty Buettner a draft Memorandum of Understanding the Project leaders would like the Village to adopt.  Atty Buettner will review it for consideration at a future meeting.

Trustee Halliday stated he would be pursuing the speed signs for Main Street as the recent repair of the railroad tracks has exacerbated the speeding issue.

Mayor Morreale referred to the building feasibility study Laberge is conducting as it pertains to the former Police Department building.
